Tiffanie Wyatt, the aunt of the two children who died in the flooding, Charlotte and Sebastian Trotter, released a statement to ABC News and said their father, Sebastian Trotter and their mother, Stephanie, are continuing to receive treatment at a hospital in Texas.

Charlotte and Sebastian Trotter died on July 8 during Ruidoso floods. A GoFundMe was created for funeral expenses and medical care for their parents.

"The main reason was the South Fork Fire last year that burned directly west of Ruidoso," Grzywacz said. "The soil wasn't able to absorb any of the rainfall, and it runs right down into Ruidoso. Normally, if you had that vegetation still there, it could absorb it. For the Ruidoso monsoon season, it was above average rain but not record rainfall."

The loss of three lives to flash flooding in the mountain village of Ruidoso is “unfathomable and unfair,” New Mexico’s governor said Thursday, as surveys revealed more extensive damage to homes than initially thought.

Governor Michelle Lujan Grisham signed an emergency declaration Tuesday night in response to the flooding in Ruidoso. The Village of Ruidoso confirmed that a four-year-old girl, seven-year-old boy, and a 40 to 50-year old man were swept downstream and killed.

Ruidoso is preparing for another round of monsoon rains as it tries to dig out from historic flooding that killed a man and two children. Dozens of homes have been damaged and crews scrambled Wednesday to clear mud and debris from streets and culverts.
