The FBI is investigating after officials say a man used an apparent bundle of fireworks, an airsoft rifle and an incendiary liquid to target a federal building in Manhattan that houses an ICE office.

Citing law enforcement sources, Fox Digital reported that Arrabaca had "anti-ICE stuff on him" at the time of his arrest.
