Gov. Gavin Newsom says California’s $12 billion spending gap is the product of a “Trump slump” — but that he’s not blaming the president for the state’s budget woes.

“California is under assault,” Newsom told reporters at a budget briefing, declaring that Trump’s actions had created “a climate of deep uncertainty.”
